If you put it downstairs you may find you have to run down stairs dripping wet with just a towel round you when the shower needs to be turned off due to a fault in it. The switch is a safety isolator in case the shower faults and cannot be turned off at the shower.

If the cord keeps breaking then

[1] train the family not to do Tarzan swings on it

[2] fit a weak link near the top so the next time it breaks ( assuming training the family was unsuccessful ) you can replace just the weak link and not the entire cord and switch.

So is it a device for emergency switching, needing to comply with 537.4?

Safety isolator? I really don't think it is.

 If you ensure that the cable is hanging vertically when it's pulled, then it will last for many years.
