Help please, boiler siting query.

Daughter has been looking at a flat which has the gas boiler sited in a cupboard in the bedroom. I have never heard of this before, but haven't lived in many flats with gas central heating, is this common/acceptable? The home report/surveyors report states 'no vents in cupboard door', should there be vents there? Should there be a carbon monoxide monitor fitted or do you advise one should be fitted? I just worry about such placing of the boiler, especially since the news pages have recently been full of reports about those 2 kids lost to carbon monoxide poisoning in their holiday bungalow.
The flat is in Edinburgh, are the regulations the same all over the UK?
Advice or reassurance, please.

Its quite OK if its a room sealed boiler which is normal.

There may not be any need for any vents in the cupboard door. It all depends on the boiler make and model.

How would I know if it is a room sealed boiler? Is there any way to tell by looking at it, or do I just note the make and model and ask here?
