Roof replacement....

We recently paid to have our roof replaced like for like, however a week later we received a letter from our local authority notifying us that we need building regulations at a cost of £200. If the roof was replaced like for like - no additional work then what are we paying for. We used exactly the same tiles as the house next door?? Seems very unfair....

The £200 is to cover the BRegs inspection fee and associated admin/paperwork. Makes no difference that you've used the same tiles as next door, you're re-covering more than 25% of the roof and therefore it's subject to Building Regulations and associated fees and can't be classified as "maintenance".
 
I think you're assuming that you have the right to replace things 'like for like' This isn't the case - your new roof will need to conform to today's regs, whereas your 40 year old one may not.

If your loft insulation is at ceiling level and that remains unchanged then the roof is not a thermal element and re-covering will not fall under building regulations.

Re-roofing does fall uner Part A as a material alteration though and you need to provide details to show that the roof covering is not more than 15% heavier or lighter than the original. In my experience you can often do this informally without an application. If it is 15% more or less though, you will need to make an application.
