What size breaker would you use for:

10 x 70w warm white HQI spotlamps, switched on and off together via a contactor?

Use a latching lighting contactor with retractive switches, will save you a lot of grief.

Sorry? These are lights that are already installed, and the breaker keeps tripping. They are remotely switched by a management system.

I cant remember the rating of the breaker its currently on. But what would YOU put it on?
 
Your only going to be able to change the breaker if the existing cable size / installation method will alllow you to uprate the breaker along with the Earth loop readings allowing you to fit a type C.

But if that circuit was being wired from new i'd probably design for a 10A Type C
