Ceramic floor tiles/insulation

We are going to tile our dining room, and had planned to put in underfloor heating. As this is proving rather expensive, could anyone tell us if it is at least worth putting insulation boards down before tiling. Will it make any difference to the coldness of the tiles? Thanks v much.

Have a look at www.rayotec.com (I think)
We are using them for wet u/f heating and find their prices and products good value.
They also do a flat ribbon-style electric u/f heating.
