Create a vestibule with partition wall - planning?

Hi,

I have a bungalow with front door leading onto large L-shaped hall. I would like, for reasons of convenience and insulation, to put a partition wall across the hall approximately 2 metres in from the front door, thus creating a sort of entrance hall/vestibule.

Is this something I'd need planning for? It's more a partition than change of use which is why I'm a bit unsure. It would be stud and partition with an interior door, approximately 2m across.
