Depends on what size rads are

In a smaller house you can assume the rads are about 1.5 kW each so about 18 !

But the correct way to consider is is if the boiler output can be set to match the calculated whole house heat loss.

Only if they are larger ones!

Thats only a very rough way to estimate something. Good enough for forum assessments but not enough for heat calculations to choose a boiler size.
