Snooker room in garden

Hi,

Am thinking of building a snooker/hot tub room in the garden.

Solid foundation, dwarf brick wall and conservatory type body.

What, if any approval needs to be obtained??

The construction would be at least 24ft x 12ft internally and of standard height.

I have a generous sized garden but over the boundary, it is developed to the rear.
