Poorly flushing toilet

A toilet doesn't seem to fush properly.I think that the siphon is OK?a and the waste pipe is not blocked?
Any solutions greatly appreciated.

Could be

There again he might mean the solid bits don't flush proper.

could be a syphonic pan.

same as kev only it lights up
