3 port valves

I have got a pumped heating system running off an old back boiler on a y plan configuration. The problem is with the heating switched off at the programmer and the stat, the radiators still get hot could this be the 3 port valve ?

Yes the valve is probably passing...thats the trouble with very hot weather, everybody notices.
