downstairs radiators go cold

Hi, we have just bought a house and seem to be having probs with the central heating, when i turn it on all the radiators come on, but then the downstairs ones go cold and the upstairs stay hot! Any ideas whats wrong?

Check the pump is working first and if it needs bleeding.
Also could be sludge stopping circulation.
