Radiator stays warm

If I turn on all radiators, downstair are cold. If I turn off upstairs, the radiators downstair, one is fine but the other one just stays warm at full. Do I need to bleed? The top gets warm and bottom is cold. I\\\'m a novice please help. :(

It's worth checking that there's no air as a first thing, but hot at the top, cold at the bottom usually means it's blocked with debris. how old is it? how long have you had it? Has it ever worked? details of system etc?
 
We've just moved in the house a month ago. I don't know much how old is it or what system is it? Is there an easy way of knowing what system is it? Im apologise, this Central heating sounds too complicated. please help
