What’s the best way when using rapid setting adhesive apply to tile or floor first? |

Floor. Do small areas at a time.
Although it is rapid set it won't set instantly. There is ample time to work with it
Don't make the mix too dry. |

if you are doing a small floor with awkward cuts, lay the tiles out dry first and prepare some of the cuts in advance.
in a small loo, i may even lay the whole floor out dry first, selectively remove the tiles and lay them in one hit. you don't want to be messing about mixing all the time for a small area.  |
