Then lock for a loose wire ;)

What is the wattage of the dimmer, and how many lamps, and what wattage is it feeding?

You may supplying lights outside the spec of the dimmer if the flickering is really 'on, off, on, off'.

Otherwise, look for a loose connection - try swapping the dimmer for a normal switch to rule out a dodgy dimmer.

Lights on a dimmer often flicker as a result of the dimmer not operating in a stable mode.

Many reasons from the bulbs wattage being outside the range the dimmer can work with to large capacity in the wiring ( long runs of cable to switch )

Many transformer ( for low voltage lamps ) and dimmer combinations are un-stable if not un-workable.

More information may get a more precise suggestionas to casue of flicker.
