Laying a laminate floor on damp concrete

We moved into a new house 6 months ago and have just had to have our laminate floor covering ripped up because the first attempt was so badly done. Whilst the floor was uncovered we decided to have the dampness level checked. It turns out that the concrete the laminate is laid on is a little over the normal values considered acceptable for putting down this floor covering. We are currently having the floor dried out but are having a battle to get the builders to do the same work on the second floor which also has laminate floors in some rooms.

What I would really like to know is what kind of damage could occur in the long term if we have to leave the laminate upstairs on a concrete floor which is very likely also to be a little damper than normally acceptable ? Is it highly likely we get mold ? Will the laminate buckle ?

As I say, the readings we got from the ground floor are not much over the acceptable levels but they are over ! The main concern we have is that we will get a mold problem sometime in the future.

First question: do you know how old the concrete floor was when the laminated floor was installed?

New concrete takes 30 days per inch to dry sufficiently enough before wooden flooring (even melamine laminated flooring) can be installed on it.

Second question: what type of underlayment was used underneath the laminated floor?

also do you know the moister reading and what was used to take the reading + how did they go about it. ( equipment used )
