Render Job. How bad?

Being a bit of a Michael Pane and twitching my net curtains, I was wondering how bad this render job was on a neighbours house.
Is it as bad as I think it is?
From what I saw it was the silicone type k-rend stuff. Their prep seemed to consist of slapping on some kind of green paint base coat. But I did not seem to see any of the mesh base layer type stuff.

I expected them to come and finish it, but this may be the finished article. Thoughts?

It was like the adjoining house of which you can see a small part of. Original brickwork and a sand/cement rendered bay which had a few movement cracks in it.
The main reason they did this was at one point the good brickwork was painted over and more recently had begun to peel. But while it looked a bit tired, the brickwork was in good condition. It probably just needed the paint taking off.

So rendering the whole front was a cosmetic decision.

Did the renderers miss a step by not using a mesh baselayer? Or is this green paint they used another method?
