I wonder if the rim comes off to allow the glass and bulb to be got at, but having seen the way the silver gilt is coming off, I go for a replacement fitting. Can you check to see if if they are 12V, or 240V, and get a like for like replacement
 
I was just going to put chrome vinyl on it.

How would i see if its 12v or 240? N how would i know what a transformer looks like?

I googled downlight transformer n im pretty sure i havnt seen them in the loft.

Would i be able to use led bulbs if i was successful in getting to the bulbs?

Take down the light fitting, and open up the blue box. It'll either have just a connector in it, or some electronics - in which case it 12V. But if there's no electronics, you need to see what the incoming voltage is with a meter, as there may be a transformer in the ceiling somewhere.
