I understand your problem, but the system that I worked on only had one controller with one PIR. I don't immediately know how 2 PIR's would be connected up. You should disconnect each PIR in turn and check if the other one now works, because it seems a bit unlikely that both PIR's have failed at the same time. When I wrote the report about fixing the PIR's I provided the information so that people could fix them themselves. I was not offering a free fixing service !
You would be better fitting a new modern detector, I am not convinced that e new one would be less sensitive.
