No, I'm not bleeding w/ the boiler and pump off...should I be?

I have one radiator on the top floor and it is cold. All of the downstairs radiators are working fine. I have bled all of the downstairs radiators and when I bleed the upstairs one I hear air blow through the valve but it never gets hot nor does any water eventually frow from the open bleed...
