Start the dishwasher, and when it starts spraying water, open the door and see how much water is in the tub. The water should be right around the heating element. If it isn't, your water valve may be defective or clogged with sediment.

Without any other information such as what happens when the washer goes to spin? or what the model number is on the appliance? I will assume the washer goes dead when its supposed to spin and in that case I will suggest looking into a faulty lid switch first.
Turn off the water supply and then unscrew the cold water supply hose at the water valve. Check the filter screen inside for sediment build up. Often times, the cold water side of the valve gets dirty and the filter must be cleaned out or replaced. This is where I would start with this problem.
Besides the correct height of the drain hose, check to make sure you do not have a tight fit if you have it going into a drain pipe. The drain hose needs air or the water will just syphon out down the drain.
When the timer stops in position try wiggling it to see if that gets it going again. If it does the contacts in the timer are bad. Also when it motor stops and you turn the timer to a different position does the motor start right away or does it take a few minutes for it to start again?

When you say the washer stops do you mean it shuts right down quiet? When it quits does the timer keep advancing? This could be a motor or timer issue.
It sounds like your air dome where the plastic hose goes from the water level switch may be clogged. Make sure there are no hairline cracks in the air tube and then maybe clean out the air dome.

Sounds like a good place to start for a no drain problem as long as you hear the motor running trying to get the dishwasher to drain. The check valve is screwed into the pump base underneath the dishwasher. Just unscrew it and look for blockages there and along the drain line.
