Hi I have the same issue . I took off the upper arm washed & clean it still same issue

Hoover slim line dishwasher- Upper arm not circulating , dishwasher comparatively new & very good condition . I removed it washed no blocked holes and apparent leakage .......any idea ? what could be wrong please :)
