Dishwaasher issues

Hoover slim line dishwasher-
Upper arm not circulating , dishwasher comparatively new & very good condition . I removed it washed no blocked holes and apparent leakage .......any idea ? what could be wrong please

does water come out of the hole where the upper are fits?
