I haven't personally as we did around 6 months research into lots of different companies of which most are gone now.
But there is this page we came across about companies out there that are iffy to say the least.
We went landmarkprc.co.uk eventually they are pretty good and they have many...
A PRC certificate should only cost you around 3500 at most.. a complete PRC repair should be around 38000 to 44000.
I would phone them back and ask for retrospective prc certificate... something isn't right there and a complete repair is not nessessary if only a new certificate is needed.
If the high standard is there with the correct brick up and extended foundations then a PRC certificate would allow a 100% normal mortgage. Unless of course there are exceptions
Some are repaired by the council. (they dont give out prc certificates)
Bricked up by a previous owner (no chance...
celotex 50mm insulation. 2x2 battons every 400mm plenty of plasterboard tape the plasterboard joins... plaster is not really needed for your kind of work. might be best not to use plaster at all on the walls to keep any possible dust away from the garage if the plaster turns out bad.... it aint...

Celotex... that stuff rocks
I did my office out and it has a flat roof. notorious for cold and wet spots. Now its warmer than the house :0)
Try out celotex its more costly than rockwool but is generally easier to handle and harder as well than rockwool.
50mm to 60mm should do the trick
It is the concrete panels that are the problem. Most lenders wont touch it unless they charge you for it 8 to 11% typical mortgage rate.
Even if you insulate it, the original insulation is still inside the cavity. Not exactly enough room to do anything with.
Best approach if you can afford...
looks like my house. Maybe its a unity house. It looks really nice to.
A renewel PRC certifcate can be obtained. Normally they call out an engineer to check out all the repairs and give it a yay or nay.

There 2 ways
Knock the house down which involves more red tape than brick work.
Or have a PRC repair. I think you can have a remortgage with a licensed firm.
try this site seems to have all the info regarding this sort of thing
http://landmarkprc.co.uk
Tried to find info myself as...
You had best look at this. probably the best way to repair an airey. It's also easier to remortgage at a normal and sensible rate. prefabs... shudder.
