1 coat primer 2 coats dulux kitchen and bathroom paint bubbles after the 2nd coat sanded down and reapplied 3rd coat, same results as second but worse??

I Just finished repainting my bathroom walls and there are tiny bubbles all over the place. These bubbles did not appear during the prime coat or the first coat. On the second coat they came in hoards?? I've sanded them down, mudded, primed and painted with no joy. The more I try to fix it...
