Like-wise as above place the large foam Doughnut washer around the cistern pipe and locking nut, this should hold it firmly in place, then place it onto the bowl,allow the cistern to seat evenly on the pan and then fully tighten the wing nuts on the under side, if the cistern is sitting away...
