pressed reset lasted longer but cut out again cant check pump properly because of location

its a potterton profile. What i really want to know is why water is not getting to the boiler. could it be the pump

I put sludge cleaner in system now the boiler wont work, all radiators have water in them except the one at the top of the stairs. I have drained and refilled the system but still no luck the boiler will not fire up.
