Problem not solved yet.
Next steps I think must be to drill through the "Cold" cap to remove it and see if there is a concealed screw underneath.
If not, I may have to consider your other suggestions.

Unfortunately, the cover only lifts about 5mm and all that is revealed is a smooth circular surface. There is nothing for even a thin spanner to get hold of and no notches.
Hi - I have a traditional style 1/4 turn pillar tap in my kitchen (see photo). It's at least 7 years old.
Over the last few weeks it has started dripping and it is getting worse.
I don't know the manufacturer or make.
Neither myself nor my plumber can work out how to dismantle it to...
