Caulk bleeding

Hi I recently had some paneling fitted and the joiner has used some caulk that appears to be bleeding into the paint wherever it touches. Why is this happening??

As a decorator, I use a lot of caulk.

The staining on the lower section is odd, but I don't think it will be a problem.
