Hi, There is a manhole cover in my conservatory that seem to have been put in by a (possibly drunk) cowboy (before 2011) If I want to replace it do I need to ask the water company and are the going to tell me I need to move the manhole outside ? (Too expensive option) Thanks for any advice!

Conservatory is fairly damp, decided to investigate in the dwarf wall cavity. It is hard to see but the bottom of the cavity looks wet and there is definitely damp rising. should there be a dpm at the bottom of the cavity? Is there a fix if there isn't? I was going to use cavity closer but that...
