paint blister

I am repainting over old paint at the moment and first using a primer/undercoat over a darker blue colour. There’s one small patch of exposed plaster where the primer is starting to blister. Any ideas on how to fix this? I’m thinking it’s because air coming from the plaster directly onto the...
