Paint bubbling over plaster

I am repainting over old paint at the moment and first using a primer/undercoat over a darker blue colour.

There’s one small patch of exposed plaster where the primer is starting to blister. Any ideas on how to fix this?

I’m thinking it’s because air coming from the plaster directly onto the primer layer. Maybe a thin layer of surface filler on that patch to cover it then repaint?

Was the wall previously papered? if yes, there may still be residual glue on the plaster.

I would recommend sanding the wall back, but firms such as Zinsser sell products that will block the glue
