Only one in ten police officers on duty are actually out of the station. So out of 100, in say a largish town, you would only have ten outside doing anything useful!

Of that ten, a couple will be skiving, and another couple in the local café having a cuppa, so chances are only 6 plods will really be on the street.

No wonder we seldom see one.

Of course if a person was to be in the wrong place at the wrong time, with their hands in their pockets, then no doubt they would be met with plod 'en masse'.... ;)

day shift say 4 officers late shift 3 officers early shift 2 officers plus one holiday and sickness

percentage out on the street would be a better measure

i dosnt make clear that most are off duty because they cover 3 shifts
 
in Newcastle there are more officers on shift then there are on a friday night in the town centre, yep they are never around when needed
