The wall faces the prevailing weather and suffers from green mould. My idea is to strip off the existing wall-paper (to let the wall breathe ?) and apply a wall-paint for the future. The out-side wall has had a good coating of Weathershield. Is there anything I can treat the inside wall with to help prevent future mould etc. prior to painting.

Not really...you cant cure a cold wall with paint...but you could try using anti fungal or mould resistant paint...Johnstones do a good one available in most colours I think.
They used to be a paint called anti condensation paint, that was made up of tiny particles of cork to 'warm' a wall up..I dont think it around anymore though.
If you can find it a combination of the two would be better still.
