Is this true that this is coming out next year and every one has to resit their 17th edition has the old 16th will be out of date

Yes. The Seventeenth is due to be published on 1st January 2008, coming into effect on June 1st 2008.
As the definition of competence includes up-to-date knowledge then you would have to prove your understanding of the latest regulations, should you require a defence.
Given that it's a radical overhaul it would be prudent to get to grips with it sooner, rather than later.
