2 way consumer unit in meter box??

You don't need a CU in the garage. Run the garage off a spare way in the house CU. Run sockets directly and the lights through a switched fused connection unit.

I am aware of that. Just because it is not convenient for the OP does not mean his electrician cannot do it. That is what the OP pays him for.

As stated quite correctly there should be no customer switchgear in an outdoor viewing cabinet without DNO permission.
In some ways it is classed as their property but you are responsible for it's care & maintenance!

If you choose to put your equipment in there on your head be it but you have to accept the risks.

That in the case of a fault in there or updates required the DNO may refuse to work in there which could affect your supply
If the box needs changed you will have to pay for the cost of removing/replacing the CU as well as the cost of the box.
In most cases if the meter board only needs changed the DNO will do this FOC, but you will be required to move your CU
If in the future additional or larger DNO equipment needs fitted again you will have to move the CU.

Ah - hadn't realised that you'd been round there and seen that the existing cable isn't buried in the walls, or under a floor which can't easily be lifted etc.
