3 speed extractor fan

A friend has built a wooden jacuzzi room in his garden. During use steam is a problem so I suggested an inline extractor. He bought and fitted the fan in the link below.

Being 3 speed and wanting it on full speed only I assumed he would not need the 3 speed controller accessory. So he wired only the Neural and the Line at high speed terminal.
However it is not performing as expected. I was expecting a room air change every 2 minutes but it has virtually no effect on the steam.
Is there more to the 3 speed controller than just switching to the low, medium and high terminals in the fan one at a time?
The documentation is unclear for wiring. The only useful part is below. Full instructions attached.
It could be it is just not big enough for the job.

Is there no better wiring instructions than this? Where did you purchase it from? I have installed multi speed fans before which need links installing to select the speed

The extractor extracts air ( and steam ) from the room, there has to be a way to replace the extracted air such as a gap under the door or an air vent. If the room is "airtight" then the fan will not be able to extract air.

When you say it is wired between the high speed and neutral only, which terminals have you connected across?
You may have omitted the run winding connections and be running on the start winding only. If this is the case you may burn it out.
Alternatively Bernard may have the correct answer that the expelled air is not being replaced quickly enough so steam is not being expelled efficiently.

He bought it from here. I have attached the instructions for the optional 3 speed switch but it does not really help.

Yes, he has tried it with various degrees on the roof Velux open. He can feel cold air being drawn in.

Wired line to the connection marked High on the fan and Neutral to the one marked N. Because I do not know how the 3 speed switch functions I was wondering if it was--
Speed 1>low only. Speed 2>Line to low and med terminals. Speed 3>Line to all 3 terminals. Is this likely?
It could be the fan is too small for the job.

I would suggest buying the switch and wiring it correctly through it. That way there can be no doubt it is done correctly rather than guessing which terminal is which on the fan board.
Bear in mind, this is to ventilate a jacuzzi room where electrical safety should be paramount. Trying to guess where you should connect to isn't really an option.
