This cabinet appears to be abandoned, it has an unusual Wylex board in it, comprising a 100amp mainswith, feeding an RCD, and ONE breaker, probably to a market stall supply or something.
The seals are missing on the main service fuse holder, and the incoming supply feeder is smaller than the outgoing cable from the NN board!

The supply cable looks small because it is a concentric cable, the other is much thicker as it is armoured.

I forgot to note down the location this time.
A similar situation happened in Central London over ten years ago, I rang EDF energy networks emergency number, and the engineering team came round to formally disconnect it safely that day!

Afaict this is not uncommon for two reasons.

Firstly customer side wiring outdoors tends to be SWA, often with a seperate full-sized earth core. Supplier side wiring tends to be either concentric cable with a combined neutral and earth or split-con with an earth smaller than the netral. This means that for a given CSA customer-side cable tends to be larger than supplier side cable.

Secondly the volt-drop budget for customer side distribution wiring is often fairly small leading to cables with larger CSA.
