Acoustic Underlay for laminate

I would like to get some advice on what the best acoustic underlay would be for our flat. We are wanting to put 9mm laminate down onto a concrete floor.

We have been asked by the freeholder to make sure we meet Approved Document Part E so as not to cause a nuisance to the flat below.

Any advice would be appreciated.

If you search on here for "acoustic insulation for floors" or similar, you will find descriptions of just what measures people have had to undertake to dampen impact noise in flats.

In light of that I cannot believe a bit of "acoustic" underlay can be anything worthwhile, It might still meet Part E though, but I have no idea about that.
