Advice on building regs for a basement conversion

I had my basement converted around 3 years ago by a builder who advised me that they had cleared all proceedings with regards to regs etc.

The room is lined with a membrane and insulated, although the one thing that has come up is the fire escape. Does anyone know the dimensions that the well of a basement needs to be to be classified as a fire escape?

Also it seems as if the builders did not apply for building regs so I guess it would need to be retrospective planning at this point?

Any helpful comments would be appreciated.

Why has this 'come up'? Are you selling, or has the Council paid a visit?

As long as the window to the basement complies with the size for egress windows, and as long as you can easily get out of the small sunken area, you should be OK.
 
The estate agent has mentioned it, as we are looking to sell.

Do you have any idea if it would need to be signed off to sell?
