Advice on wall please

I think you need to reinforce the message that the wall is not going to be reduced in height, and neighbour has no rights to interfere with it in any way.

Yep. And since neighbour has started the cage rattling, I'd suggest a response instructing him to remove his unauthorised connection to the wall forthwith and make good any damage caused. (Legally probably unenforceable due to time but worth a go)
