Alarm battery

Hello all
I have an old accenta g3 alarm panel which was installed into my house when the house was built.
When I switched off the fuse board this week to do some other work the alarm sounds and the panel is dead.

I checked the battery and it’s reading 0.3 Volts. After removing the battery and putting my multi meter across the battery charging cable it reads 0.9V when the spec shows charging at 13v

Is this a dead charger or battery or both?

Fuse is OK when tested.

Any thoughts?

It's behind the plastic keypad frame ...you may have to unclip it to see the resistor

Hello did some further testing.
Connected a 12V DC feed directly to the battery cables and check with multimeter
13v present turned mains off and alarm sounds.
No resistors look bad and none are on the back of the PCB.
Looks like the thing needs to be replaced.
 
Without mains power the panel dies and external sounder goes crazy.
I need to replace an MCB in my CU and the alarm is making this very difficult.

Looks like I will have to buy a new panel but gives me an excuse to get something with at least an extra keypad for upstairs and ability to have a digital display and maybe the ability to see it via an App but that might be a long shot as it’s texe elite that has that not Veritas.
 
The battery you have is just over 7yrs old, should be replaced every 4 to 5 and being such a small battery I would read my post as 'every 4yrs'
