alpha cb28 wont light

hi, wondered if anyone can help, i have a alpha cb28 4yr old. it sprung a bad leak on the cold water inlet and soaked everything and since then it will not light. the red diode light comes on and when you reset, the boiler goes through its lighting sequence, ie. fan, ignition spark,etc. my plumber has checked the pcb and it all seemed dry, he has changed the gas valve but to no avail, we have gone over the fault chart and checked the voltage 230v ok to gas valve but only 5v on the cold side. pcb?

any help would b much appreciated

Is the gas turned on???

Is the spark in the correct place??
