Are these UPVC doors fitted correctly? I'm not convinced.

Hello, I wonder if you can help. I've been in my house a number of years and been told from day 1 the doors are fitted correctly. My problem is, when it rains, they leak. I have a low level threshold (they say for wheelchair access - no one uses a wheelchair). The doors are UPVC inwards opening doors which catch on the floor. They cannot be highered anymore than what they are. If they were lowered to try and fill the gap, they wouldn't open. Here are the pictures.

Door may be fitted correctly but should have drainage immediately out side .
 
Thanks for the reply. By drainage immediately outside, what should this look like?

A drip bar on the bottom of the sash wouldn't have gone amiss either.
 
Thanks guys. I'm arguing with the builder that this is something they should've done. To be clear, what is missing off it? A drip bar? Drainage? They sealed the outside bits at the side of the ledge.
 
Mine could have the above but it would have to be level with bottom of the door. Anything lower and the door wouldn't pass over the floor as it opens inwards. Sounds like it's been installed incorrectly. Am I right?
