I need to replace a ceiling and then artex it. Can anyone advise if it's ok to simply artex on top of new plasterboard or do I need to have it skimmed first. Any advice much appreciated, thanks in advance.

Yes,that's okay but you must make sure the tape joints is done correctly for plasterboards.
