ASBESTOS GUTTERING

I am in the early stages of purchasing an older style house which uses asbestos guttering, although I am assured by the vendor that this is sound and stable it's appearence is very scruffy with badly peeling paint. I obviously don't want the added expense of replacing this if not required but am nervous about prepping this material for a fresh coat of paint.
Please could anyone advise a safe method to prepare the asbestos surface for priming and top coating without any danger to myself and others.

I cleaned up some corrugated roofing with a pressure washer - obviously this didn't make any dust. Then I painted with brick & tile paint - although it is now peeling and needs re-doing (5 years on)

Thanks very much for your advise, what access do you recommend for a novice if I was to use a high pressure hose to remove old flaking paint.
