Balancing a CH system

the best way to balance a ch system it to start from the rad that warms up first is it not? or is it best to start from the pump that is closest to the circulating pump? just a thought?

is it best to start adjusting the lockshield on the rad that gets hot first or by starting with the one nearest to the pump?
