Balancing central heating?

Hi guys,

I have been doing some reading and I think I need to balance my radiators as the heat is uneven and the bottom of the radiator for our downstairs radiator tends to be cold.

I have read I should be adjusting the lockshields but for both of the upstairs radiators I cant see where I am supposed to be adjusting....

They both look like this:

Can you please help?

That's a Danfoss lockshield valve. You adjust it with a 6mm allen key.
