Baseboard heater shutoff valve(?) leaking, how to fix? Pleas

We just bought a house and in one room, which is a den/office we found a very strange setup. It looks like a shutoff valve for the baseboard heater in that room. I think it is just a gate valve (please see the photo). It is leaking slowly through the stem.

I think it may be just a simple telfon tape fix. However, I can not find the bleeding valve on the baseboard. I am afraid if I shutoff the main water and take that gate valve off, the air will go into the heater.

have anyone seen a setup like this and what is the proper procedule to fix it? Thank you!
