You need to remove the tap head before you can get the shrouds off

Try tapping the underside of the head (in an upwards direction!) with something soft - soft faced hammer etc

Once you've got the head off then unscrew the shrouds - then you can have fun trying to get the headgears out !

PS - Put the plug in first or you can guarantee that the screws will fly out of the head and go straight down the waste!

And a pile of old towels etc. in the bottom of the bath for when you drop a spanner...

it's unusual to be able to expose enough of the headgear to remove it with completely removing the shroud.

The shroud usually only has a couple of turns before its in position - you may well be able to unscrew it but it can't lift up because the head is holding it down

Try to get the head off then the shroud then the headgear - honest it will work !
 
Similar new taps, £35.00 in B&Q. Not worth chewing on with them FFS.
 
I'll put any money on these shrouds being clipped on.

First remove the handle, then pull the shroud upwards.
