Bathroom with cement floor

The bathroom is downstairs and has a cement floor. If I use vinyl flooring it seems to lead to damp readings. I have dried it out with a dehumidifier Is there any way of painting it satisfactorily so that I can simply use a rug.

Not if it doesn't have a damp proof membrane under the screed. The vinyl will draw up damp via capillary action, which is why it always feels wet underneath.
 
Thanks. I cant tell whether it has a damp proof membrane. Can I treat it with anything and then paint please ?
